Civilajām darbavietām un augstām atlīdzībām var būt nepatiesas, lai slēpties, що контрактники bieži risks and risk of deployment to the front. Afrikas valstu protesti, travel restrictions and stop recruitment cases create diplomatic pressure, while UN Commission findings about deception, coercion and the use of African recruits in assault operations further expose the costs of the recruitment program.

According to Ukrainian intelligence, during the nine months of 2026, Russia recruited 699 Burundians and 530 Zimbabweans, while in all of 2025 these figures were 30 and 65 respectively.

Recruiters promise significant one-time signing payments, high salaries, civilian jobs in areas such as catering and transport, and in some cases the possibility of obtaining Russian citizenship. Reports indicate that recruits are not always told that the offered work may lead to participation in the war against Ukraine, and some offers may involve deceptive claims about the nature of the work.

Several African countries have responded to the recruitment campaign. Kenya and Ghana asked Russia to stop recruiting their citizens; Kenya stated that at least 1,000 Kenyan citizens had been recruited and sent to war. Kenya and South Africa took measures to prevent citizens from travelling to participate in Russia’s war, while Botswana stopped the recruitment of eight of its citizens in August. Kenya’s foreign minister, Musalia Mudavadi, visited Moscow to protest the recruitment of Kenyan citizens.

Kā to atspoguļo Ukrainas avoti

Ukrainian reporting centers on figures attributed to Ukrainian intelligence and treats the recruitment program as evidence of Russian losses and a personnel shortage related to mobilization. The coverage emphasizes deceptive offers of civilian employment, recruitment in countries with weaker democratic institutions, limited press freedom and weak judicial systems, and African governments’ objections. It also contrasts Russia’s lack of public acknowledgment of foreign recruitment with Kremlin claims that the country has enough military personnel.

Kā to atspoguļo starptautiskie avoti

International coverage focuses on the scale and geographic expansion of recruitment across Africa and on African governments’ responses. It highlights financial incentives, civilian job offers and possible Russian citizenship alongside reports of deceptive practices. The reporting also cites United Nations commission findings that Russia used deception or coercion in trafficking people from 29 countries, that recruited African nationals were used mainly in assault operations and to advance frontline positions, and that commanders punished those who refused orders through detention, beatings and death threats.
